If you are a registered Apple Developer then you can download the Betas via OTA from your registered Apple device. Direct IPSW links download, in case of iOS, can be done from Apple Developer website developer.apple.com. However, nothing major is present in the 5th developer beta as compared to the prior developer betas. Hence, it is wise to wait for the public release of iOS 12.1. But, if you want to enjoy the smooth and streamlined experience of Developer Beta 5 then go for it as major bugs and errors, present in prior developer betas, have been eliminated in Developer Beta 5.
